Annual EEO Public File Report

The purpose of this EEO Public File Report ("Report") is to comply with Section 73.2080(c)(6) of the FCC's 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations: WCDK-FM licensed to Cadiz, OH and WEIR-AM licensed to Weirton, WV and is required to be placed in the public inspection files of these stations and posted on their websites. The information contained in this report covers the time period beginning June 1, 2009 to and including May 31, 2010. The FCC's 2002 EEO Rule requires that this Report contain the following information:

1. A list of all full-time vacancies filled by WCDK and WEIR comprising the Station Employment Unit during the Applicable Period;

2. For each such vacancy, the requirement source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the new EEO Rule, which should be separately identified), identified by name, address, contact person and telephone number;

3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1, 2 and 3, which follow, have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 (under the column entitled "Full-time Positions for Which This Source Was Utilized") refer to the number of the full-time positions listed on Appendix 1.

EEO Initiatives:

Priority Communications has been involved with the following EEO initiatives:

Harry Howard of Priority Communications attended the 10th annual JobExpo.Comm event on Friday, March 19, 2010. The job fair was held at Pennsylvania State University in State College, PA. The College of Communications hosts this yearly event for graduating students seeking employment in the communications, broadcasting and advertising fields.

Priority Communications participated in the Career and Lay Vocation Fair at Franciscan University in Steubenville, OH on April 1, 2010. Local businesses, including Priority Communications, joined together to talk with current students and alumni about employment opportunities in the community. Priority Communications was in attendance.

On Wednesday, April 21, 2010, Priority Communications was a part of the Ohio Valley Job Fair. The event was held from 2pm to 6pm at the Fort Steuben Mall in Steubenville, OH. Both undergraduate students and alumni were invited to explore job opportunities in the area. Priority Communications’ representative Crystal Taibai met with attending students and discussed the potential opportunities with our radio stations.

Lindsey Schoening of Priority Communications attended the 20th Annual Career Choices Day at the DuBois Area Middle School on Tuesday, May 11, 2010. This is a cooperative project focusing on introducing middle school students to various career choices, the personnel that may inspire one’s choice, as well as providing information that may stimulate a student’s aspirations. Lindsey discussed various job opportunities in broadcasting and the radio industry, as well as the opportunities with all of Priority Communications stations.

Priority Communications President and General Manager Jay Philippone established a scholarship program in conjunction with the Upper Ohio Valley Italian Festival, which is designed to assist students interested in pursuing a career in broadcasting. This $750.00 scholarship is given away annually in memory of Mike Sinicropi, a former Priority Communications employee, who was an integral part of the festival, the community and local broadcasting.
